Oil is low because OPEC refuses to cut production while demand has fallen because of the expansion of the US shale gas industry and the advancements made in the Alberta oil sands project in Canada. Now that the Iran nuclear agreement appears is going to pass, the supply will rise even higher as Iran's markets open up. Iran has the fourth largest oil reserves in the world only surpassed by Canada, Venezuala, and Saudi Arabia.

It's only a matter of time before OPEC decides to finally cut production as Saudi Arabia has finally started seeing deficits in their budgets because of this. The country has been spending a ridiculous amounts of money without paying attention to the driving force of their economy.

There are other factors that play into the price of oil obviously, but if you don't recognize this as the cause of the drop in oil, than I suggest you watch some introductory economics classes.
