and this incident... several witnesses, several videos and photos etc... even the Arizona governor admitted to seeing this. whoever that was behind that aircraft wanted to be seen, if they wanted to be hidden they could have done so easily.

Royal Air Force. That article said the person that took the photo watched it hovering for like 10 minutes, the jet could have been following it for a while.
