I honestly doubt this to be our doing, even though there are devices that were made by Russian scientists around the cold war and shortly after that developed an anti-gravitational device, and if that were to be manipulated into the specs of a weapon it would mean the end of mankind if it were used.

No, that's not what I'm talking about. The Scientist wrote a 'manual' on how to do it actually, but people didn't believe it was real. The reason I know this is because my dad got a copy of it from him (he used to work with Russian scientists) and he told me it's true, as did the scientist unto him.
