Photoshop. Doesn't have to be a CS version....can be Elements as well. It takes along time to learn and master so be ready to work if you're going to get into graphics.

I have CS4 as well.
And tutorials on YouTube are great imo. Check as many as possible on YouTube, via DeviantArt or on a forum.
