I agree with the premise of what you're saying, but to play Devil's advocate
You mentioned Tupac/Nas because of their messages, but Rakim and Big L are also 2 of the greatest rappers ever, and they had very few songs with messages. Rakim mostly rapped about how dope he is on the mic, and he did it with excellent flow and rhyme schemes. Big L was strictly a punchline rapper with awesome wordplay/flow. Neither of them are known for having lyrical depth or meaningful songs.
So having more songs with messages does not necessarily equate to being a better rapper, nor do you have to be a rapper that relies on meaningful songs with messages to be great. Tupac/Nas just happen to be 2 rappers that fit that bill
