Jay Z is better because he is more consistent...He doesn't necessarily have more skill than Wayne. Wayne and Hov are different, everyone's vices are different...Bob Marley is bigger than Jay Z and he did drugs all the time. He even admitted he made his best music when under the influence and a large amount of the industry makes music on some type of drug. So everyone is different...and by Wayne's track record, his music was of a way higher quality when on drugs. Was it solely the drugs? of course not..but the drugs had some type of influence on him and his music.
