wasn't the predicted numbers like 30k ,then 25k and now 23k

predictions are just predictions. the numbers can always be a bit above or below. For example, Funeral was predicted to do 110-125 but did 139.

HDD reported 25K, Rolling Stones reported 20K - both are close to the real numbers, which Billboard presents - 23K.
Just some minimal calculation errors
