Lil Wayne appeared on the original version of "Brand New" but was later re-recorded and Lyfe Jennings replaced him with T.I. for the album version. The original still exists and can be heard on YouTube.

Lyfe's came first,

and I wouldn't say it's a blend, when ya get permission to re-use a verse, like the 'That's Not Love'-verse.

It must be, since he first had Wayne on it, then made a new version with T.I. Then I would guess someone missed those 2 together.

edit: yes, it a mix with the two versions.

basically they put out the version with Wayne for promo and then decided to put the one with T.I. on the album so Wayne's version only got put out as a single and not on the album. then R.L. wanted to use it and because it wasn't officially on an album they didn't have the rights to it so basically he just had to buy the verse from Wayne instead of Lyfe Jennings.

Is the joe budden one a individual song that was just blended in? or did they actually do a remix together?
