Wayne could take Jay if they REALLY had beef. ( Which they don't )
But say this is a real diss, Jay-Z will never heard it since its on a fucking T-Streets mixtape lol. If Wayne wanted to diss him he would've put it on She Will or some other big track.
No. people will tell jay, jay will listen.then Reply, thats how it works. rappers always got people who tell them such and such said this
There was some stabs at each other in older songs, I can explain
The song Beat Without Bass (2007) near the end of the song had a line that took shots at Hov:
"You Old Ass Rappers Better Stay On Tour You're Like 44, I Got A 44, I'm 24 I Could Murk You And Come Home When I'm 44"
Now, who else could he of been talking about there? Jay is the only huge rapper who is in his 40s.
Jay respeonded on T.I.'s Watch What You Say To Me (2007)
"Rap music is something ain’t it? The way these pictures is painted You swear these niggas is dangerous, the gangsta shit they be saying (saying that Wayne isn't as hard as what he's potraying) Lock em up in the booth with a half ounce of that cannabis (making fun of Wayne's weed addiction possibly) Sit back, and watch the outlandish shit they portraying But, soon as you see em they freeze up like in museums Them statues, you like, “Is that the dude, that said he was gonna (pop you)” Niggas get running before you finish ya sentence And then they back to riffing, when they off at the safe distance You like, you was just here, you disappear like magicians In thin air, I’m like damn, nigga at least keep it consistent (keep the attacks consistent) I hear you baiting me lately, I been doing my best just to stay hater free (acknowledges Wayne keeps attacking him) Still watch what you say to me Sooner or later I take you up on your offer And put you all in ya place like I’m replacing ya father (See's Wayne as his son, not a competitor) You talking, to the author, the architect of The Blueprint My DNA in ya music, muthafucka you stupid?" (Wayne's style is copied from Jay's)
"Fuck you talking bout'
I can see these bitch niggas ain't got no futures like their palms out
and if these bitch niggas be on that bullshit, pull their horns out"
1. line is about Odd Future not having a future - Play on words
2. line is about the devilish stuff/bullshit they are talking about.. (Pull their horns out)

2009
The Lex Luger produced track "H.A.M" features a line from Hov where he says,
“Really, you got baby money” and adds, “(You) ain't got my lady's money!”
Today
T-Streets mixtape drops, with a song featuring Wanye, Red Bandana.
Check the lyrics in the first few lines.
"Fuck you talking bout'
I can see these bitch niggas ain't got no futures like their palms out
and if these bitch niggas be on that bullshit, pull their horns out"
~At the end of the song, you hear Wayne saying "Get Down, or Lay Down" similar to the "Lousianimal" song dissing 50 Cent where he says the same thing.
Lol it's like people are bored in life and just want beef to go down like the old days with Tupac & Biggie... Wayne ain't dissin Jay... Get on with life!
"Armed and dangerous, rich and famous, young and restless
Guns and stretchers
Cristal and dubs for breakfast
I just got one suggestion - none should test him
'Cause cuz get hectic; send one through your sons intestines
Glocks knock lungs from chests, you get the portrait?
Bodies piled up on porches, it won't be gorgeous"
