Almost, all Lil Wayne fans who have been listening to him for over a decade will/can say he's fallen off because he's not as good as he used to be.

Not rapping as great as he did on Tha Carter II = fallen off.
Going from making rap songs to making hip-pop songs = fallen off.
Don't get me wrong, I love the Carter IV but this nigga Wayne has been on some other shit ever since C2.
Plus, his albums have way too many features on them now... before he used to have only like 3-4 tracks with features on them out of 21 tracks on his albums. (by features I mean tracks with featured verses, I could care less if the hook has a feature).

And he needs to stop with punchline after punchline on his songs. I liked him just fine when he was using metaphors and a punchline every-now-and-then. He still kills tracks tho, but just not as many tracks as he used to. He used to be able to kill any track no matter what the beat was, but now the beat has to be dope in order for him to kill it.
