Maybe their plan is:

Put out 'Tha Carter V: Part 1' with barely any promo, just letting everybody hear it without intending that it should sell a million first week or anything. Once it's out everybody will be talking about it regardless, so hype for Part 2 will be sky high... So They drop part 2 soon after and it's a massive commercial hit.

So basically use Part 1 to promote Part 2.

But obviously they are going to take 197 months to come out with part 2.

Again, It's not wack, tina did perfect as for the singing, it's just her name aint big enough i mean yeah the song would've been bigger if it featured rihanna, taylor, beyonce ..etc but the song is about THELMA & LIL WEEZY relationship so no other feature would've fit. Everyone would do the same if he was in wayne's shoes.
