I feel ya, but Lil Wayne did rap Velvet in the beggining of Where My Old Lady & the end of Zero, and of course he has that song called Velvet that still hasn't leaked in full yet "Hoes ain't nothing but hoes, hoes aint nothing but hoes!" so with that being said he might have loosly started the project Velvet but never finished it in it's entirety, and like you said, I could also see some of those songs from the Velvet Sessions actually being songs he recorded for CV like All for the feeling especially, but the rest of the songs on that tape are all love related pretty much.
