It's a play off Section 8.

Section80 is the 80's babies who were born during the crack boom & have to go through the technological boom as well. He's calling the 80's babies superficial, drug addicts, computer based, and saying that they have the biggest chance to change the world. If you listen to the Outro, and through the songs he always mentioning 80's crack babies. When he called it the Ronald Reagan Era, he was saying this is the time for the 80's babies who are graduating college, and getting jobs to make a change in life.. HiiPower is a anthem for the 80's babies, the lady in the song is telling the 80's to live, to grow, and to become something.

alright after some more listens the album grew on me and now i cant stop listening to it. Played it 22 times already, but some songs like hiiipower have 60 plays lol.
