On 30 July 2010, Big Boi revealed in an interview that Outkast would release a new album "as soon as Dre finishes his album" stating that Dre is indeed recording an album. He added that they have the beats recorded for the new Outkast album and will continue recording as soon as Dre is done

Dre's album will be out in 2012 hopefully then Outkast's new project most likely in 2013 yeah.

Stacks been working on this since 2008. If it's anything like The Love Below or to the quality of Sir Lucious then I'll be happy.
