I think people get mixed up with "greatest rapper" and "best mc" when it relates to hip-hop.

Greatest Rapper: most influential, changed the culture, could spit really good, made classic albums, sold a lot of records, is quotable, spoke on numerous topics, etc.

Best MC:variety of flows, inventive with words, wide vocabulary, etc.

Being one of the greatest rappers of all time is more based on your influence over time, in which case, Jay Z is one of the most influential rappers ever, but saying that, Jay Z is no where near being one of the best MC's of all time.

Being one of the best MC's of all time is more based on your lyrical ability than your influence, in which case, I would argue that MF DOOM is one of the greatest MC's of all time.
