I think he talking about a dude who comes up as a gangsta.
Tries to get paid fast so he decides to rob Lil Waynes house cause Lil Wayne is rich.
They end up having a shoot out and Wayne gets shot and the lil dude gets out of there.

Lil Wayne is seeking for revenge, but fails to find him so he shoots up his cousin.
Now he is out to kill Wayne for killing his cousin.

I doubt he is talking about the actual Lil Wayne unless he is paying homage in a weird ass way lol.
But King Von was a huge Wayne fan, so it can be a possibility lol.
In both of these interviews he mentions Wayne as his main inspiration and Wayne being the only person he wants to work with.
