Film Festival Rights to use a LilWayne Song

Hello, I have made an animated short film that has a Lil Wayne song in the soundtrack.
Does anybody know how I can reach someone to discuss Film Festival Rights to use his music?

If anyone could please offer me a way to reach someone or any guidance with this, it would be most helpful.
