Tips for start making beats?

Any tips? Fl studio is the program I have to start off with? And from where can I download packs like drums, bells and stuff like that

You don't HAVE to start with FL Studio. Whatever works for you. FL just happens to be very user friendly. That's why a lot of big name producers use it (Metro Boomin, Cardiak, Boi-1da, etc).
