From albums to mixtapes to guest features, factor in everything, Wayne > Jay-Z. He has a far greater quantity of quality material. He's got an amazing flow that allows him to consistently ride the beat, something Jay-Z has always lacked (Jay never stays on-beat, and his flow is constantly stop-and-go, which really bothers me when I try to listen to him). Wayne has always been more creative and stronger with his delivery. While Jay has deeper lyrics, Wayne has always had wittier lyrics (Wayne knows how to apply humor, Jay doesn't). Neither are known for their rhyme schemes, but Jay is probably stronger in that aspect. Wayne is way more creative with his wordplay though.
Reasonable Doubt > any album Wayne has. However, Tha Carter 2 > any album Jay has besides RD. Jay's mixtapes? None to speak of. Wayne's mixtapes that are classics? Dedication 2, Da Drought 3, No Ceilings (he has PLENTY of other good ones too). Wayne is the Mixtape King. Jay's features? Very few and most of them are wack. Wayne's features? More than any rapper in history and most of them are what makes that featured song hot.
And I realize Wayne's music has been declining in quality over the last year, but if you followed him before then, from 2003-2008 everything he dropped was fire, and it was a staggering amount of music, something we had never seen before in hip-hop and probably never will again. There's a high chance Wayne will have a style change when he gets out of jail (Drake said he heard Wayne rap 2 verses from Tha Carter 4 and they were deep sh.it)
Did I mention Wayne is only 27 years old and will probably last another decade in the game? To put in perspective, Jay dropped his FIRST album when he was 26. Longevity will be in Wayne's favor as well when it's all said and done.
