To me, Pac is legendary because he spoke about real, relevant issues and problems in the world. To be honest, people who say "ah, Pac is overrated, simplistic metaphors ect". In my mind, Hip-Hop isn't about just who can say the most complicated metaphors or think of clever punchlines, it's about communicating that life-style, getting your message across and delivering it in your own way. Showing your struggle.
Additionally, he is great because unlike many rappers, he did the shit he rapped about. 2pac is dead because he was so real that he wasn't afraid to speak his mind, to vent his frustration and anger about things in his personal life, without dancing around it with metaphors. He was direct, and to the point. He confronted people.
For example, Keep Your Head up by Pac is about women, but it's more real imo than the majority of Drake songs about women.
Pac didn't grow up privileged, which is relatable to many people. Look at Drake, he grew up in middle class Canada and was a child star on Degrassi.
Don't get me wrong, I really enjoy Drake's music, but he isn't on Pac's level.
