Tbh, as long as Lil Wayne's stepfather was a well known hustla in New Orleans, he's always gonna be hood. I mean his stepfather had to teach him some shit, he took him under his wing. Especially when his mom pulled him off Cash Money for a while when he was doing "The B.G.'z". But a little before or around the time his stepfather was killed, he went back to Cash Money.

Lol, that's sort of stereotypical. There are some "well-to-do" or middle-class people who live in the hood. (Not talking about New Orleans specifically, I'm just talking about in general.)
For example, there were many middle-class people living in Watts before they created numerous suburban areas in adjacent communities.
