I don't thing it's a money problem, he got enough money and always had enough money.
I asked myself this question very often and I can't see an answer for that, did you noticed that wayne never did an interview about C4 after it was released. He didn't say a word bout it.
What I can imagin is that wayne doing that and sayin/rappin that what in his opinion is great and hot. He sees the criticism and is like "fuck em its all about opinion" than he goes on stange and sees that the poeple still love his songs and is like "hell yeah, they feel it".
What I also can think about is that wayne always want to do something new, I mean he knows how he rapped back in the days cuz he still performes some of his old stuff. So he thinks why should I do it again I already did it, let me use a different flow. He does it every year or session. You can see a difference between Wayne 06 and Wayne 07 and Wayne 08 and Wayne 09 and Wayne 10 and Wayne 11, so we all loved Wayne 06-09 and now we don't really like Wayne 10 and 11, so lets see if we like Wayne 12!
