I found it. It was in a german magazine from early 2006. Weezy was also on the cover. I have two of them magazines with a cover-story of Wayne. I'll scan them later and make a thread for it.

Rasaq] and the whole time I thought 'Daaamn, this mothafucker sound familiar!' When I got back home I realized what was going on. It was one of the beats that were meant for my album. That dude tried to play me. So I scratched all of his beats from my album immediately. Straight up. The bottom line is it doesn't matter anyway. It's not the beat that makes the artist; it's the artist that makes the beat hot! I want the people to respect me for my lyrics and how long I've been in the game. Fuck the beats! The people should respect me."
