Which is why I ask: if they could take over the world, why would they bother negotiating with the government (the US government, to be exact; the very government that apparently deals with all Earthy matters)? If they needed humans to experiment on, why didn't they just take them?
Here's what Stephen Hawking, a much more reputable source than these Alien hunters, has to say on the matter:
