Just download it and have it installed, then when you download something just right click it and choose "Extract Here" and it'll take it out the .rar zip and into a normal folder for you

You just have to open the Fruity Loops.rar file and double-click Setup.exe and follow the instructions.
http://www.warbeats.com is a great site to learn producing with FL Studio, they got a ton of tutorials.
Have fun and don't give up after 20 minutes, it takes some time to get the hang of it.

Seems pretty funny you back Tune up but when he was bashing me for helpinh others and saying the same thing i stated above you didn't step in and say nothing about his "childish remarks"
