Yes God Created everything, including hell, hell was created for the fallen angels and satan,

God doesn't torture people down there though,

there is actually a place called Hades in the bible that isnt the same as hell, but rather a place for souls who didnt accept God to go,

and when you deny that there is a God, or if you do not want to have a relationship with God, Then why would you even want to be in heaven in the first place, ya feel me? Some people just dont want to go to heaven bruh, they like being bad and whatever, and as a result, when they die, hell will greet them, whatever goes on down there, must suck, but God doesnt torture people , nor want people to be tortured.
